On January 17, 2022, the European Chemicals Agency (ECHA) added the twenty-sixth batch of 4 SVHC review substances to the Candidate List of Substances of Very High Concern (SVHC). So far, the SVHC candidate list has been officially updated to 223 items.
Previously, these 4 substances have passed the public consultation period from September to October 2021 and have been identified as SVHCs to be added to the Candidate List.
The Candidate List of Substances of Very High Concern now includes 223 chemicals that may harm humans or the environment. Suppliers are responsible for safely managing chemicals and providing adequate information to other customers and consumers.
Note: An earlier set of entries in the candidate list has been modified. This group of entries "Perfluorodecanoic acid (PFDA) and its sodium and ammonium salts" used to contain two: "Nadetafluorodecanoic acid sodium salt" and "Perfluorodecanoic acid ammonium salt". The two names describe the same, equivalent substance, so "Nadetafluorodecanoate sodium salt" has been removed from the list.
The Candidate List (Substances of Very High Concern) currently has 223 entries - some of which contain more than one chemical substance, so many more will actually be affected.
These substances may be included in the Authorization List in the future. Inclusion on the list means that the substance is prohibited from being used unless the company obtains continued use rights from the European Commission.

The third of the four substances is used in cosmetics and has been added to the shortlist for its hormone-disrupting properties. Figures 1 and 2 are commonly used in rubber, lubricants and sealants and are included because they can negatively affect fertility. Substance 4 is used in lubricants and greases and is added because it is persistent, bioaccumulative and toxic and therefore would be detrimental to exchange
What does the impact business need to pay attention to?
Enterprises should pay attention to the corresponding responsibilities and obligations if the products contain SVHC substances:
1: When the SVHC content in the article exceeds 0.1%, its suppliers must provide sufficient information to their customers and consumers to ensure safe use;
2: If the export volume exceeds 1 ton per year at the same time, the importer and manufacturer of the article need to notify ECHA;
3: At the request of consumers, provide sufficient information that can be obtained free of charge on the 45th, including the name of the substance and its content;
4: From January 5, 2021, according to the requirements of the European Union (Waste Framework Directive), if the articles contain more than 0.1% of the substances in the SVHC list, suppliers must also notify the information of SVHC substances in the articles in ECHA's SCIP database .
5: After a new substance is included in the Candidate List, importers and producers of related articles must notify ECHA within six months from the date of their inclusion in the Candidate List (January 17, 2022);
6: Substances in the SVHC list may be added to the list of authorized substances in the future, and companies must apply for authorization to continue using them.
